ENERGY AND FUEL

• Federal laws and tax policy should encourage environmentally sound oil exploration and drilling, as well as energy conservation.

• Federal government should expand its tax incentives for research and development as to alternative energy production, especially in regard to renewable energy.

• Federal policy should clearly recognize that hydro-electric power is a strong and sound renewable energy source.

• Congress should encourage expansion programs to enhance refinery production. The fuel formulas imposed by law should be made more flexible to avoid shortages when formulas are changed.

• Congress should promote the purchase and maintenance of hybrid and fuel-efficient vehicles.

• Low-interest loans and other incentives should be provided to help people convert expensive and inefficient home heating systems to less expensive and more efficient heating systems.

FIREARMS RIGHTS

The right to keep and bear arms is an individual right and should be so respected. Kevin opposes gun registration and restrictions on firearms such as those contained in the Clinton Gun Ban (now sunsetted). There should be strong criminal sanctions for the use of firearms in committing crimes and for possession of firearms by convicted felons.

• Simplify health plans to make them more affordable for businesses and individuals

• Allow tax deductibility of individual health insurance premiums to make them more affordable and portable

• Secure our borders through all necessary means

• Illegal immigrants should not be allowed to cut in front of those who are legal and awaiting citizenship

• Immigrants who enter the U.S. on a temporary basis to work should be required to return to their own countries within a specified period of time

• Government benefits should only be available to citizens and legal residents

MARRIAGE

I helped with the ballot measure which amended the Oregon Constitution to clearly state that marriage is the union between one man and one woman. I will firmly support this position in Congress.

• Reduce our dependence on foreign oil

• Train Iraqi police and military to defend their own country

• Support field operations planned by military leaders; do not let politicians undermine the military strategy

• Deployed National Guard families should receive the same support as our deployed military families receive

OIL

While I believe in free markets, we need to recognize that the oil market is not a free market.  There is an international oil cartel centered in the Middle East, which can and does manipulate oil supplies to maximize profits resulting from their sale of oil to the United States.  They understand this nation’s reliance upon their oil and take advantage of that reliance. They wish to keep the patient alive, but hungry.  The US needs to take a unified approach to dealing with the international oil cartel and use our nation’s economic power to influence the price of foreign oil and to research means of reducing our dependence upon foreign oil. That is the approach I will take in Congress.

PRO-LIFE

I am a pro-life person and a pro-life policymaker. Oregon Right to Life PAC has endorsed me in this race, and I am honored by this. I think the Supreme Court was wrong when it made its decision in Roe v. Wade. States should be free to develop their own policies without federal restriction.

I support legislation which continues to refuse federal funding for any abortion practices, encourages teen abstinence education programs, and helps women facing unexpected pregnancies. Our society should provide love and comfort to any such woman and make sure her material needs are met.

SENIORS

• Seniors have earned their social security benefits and these must be protected

• Physicians need to be encouraged to take on Medicare patients with reduced regulations and with better payments to cover their costs

• The federal government needs aggressive anti-fraud and anti-identity-theft programs

TAX CUTS

I would vote to make the current tax rate cuts permanent. I support elimination of the death tax. If the death tax is eliminated, we do not need indexing. If the death tax is reduced but kept, then the exemption level should be indexed for inflation.

VETERANS

• The GI Bill of Rights needs to be updated to deal with modern challenges: increase education benefits, medical/psychological treatment and employment assistance, and job placement

• Prioritize VA funding

• Allow more disabled vets to stay in service where they can provide leadership and support

• Ensure that states provide family assistance through federal grants
