KEVIN MANNIX’S LEGISLATION TO HELP WOMEN AND CHILDREN AND FAMILIES

Kevin sponsored legislation which prohibits discrimination in residential real estate transactions based on family status. This protects single moms in buying homes. HB 3391 (1989)

Kevin sponsored successful legislation to strengthen the laws as to sex abuse and to better protect children from neglect. HB 2542 (1991) and HB 2545 (1991)

Kevin strengthened the laws to protect children from illegal drug distribution. HB 2580 and HB 2581 (1991)

Kevin changed Oregon law so that restraining orders from other states are effective in Oregon when a person first arrives in this state. HB 2662 (1991)

Kevin passed legislation to toughen sanctions against child porn. HB 2681 (1991)

Until Kevin became a legislator, workers’ compensation benefits were protected from obligations to pay child support. Kevin sponsored successful legislation to make all workers’ compensation benefits subject to paying child support. HB 2722, incorporated into SB 222 (1991) and HB 2359 (1993)

Kevin passed legislation to increase benefits to surviving children of workers who die of industrial injuries. HB 2724 (1991)

Kevin sponsored successful legislation to expand the protections of the Family Abuse Prevention Act. HB 2349 (1993)

Kevin sponsored successful legislation to better protect the privacy of rape victims as to testimony presented in trial. HB 2364 (1993)

Kevin passed legislation to require HIV testing of sex criminals and to advise the victims of the results. HB 2375, incorporated into HB 2216 (1993)

Kevin authored Oregon’s landmark anti-stalking law. HB 2412, incorporated into SB 833 (1993)

Kevin passed legislation to protect persons in domestic relations proceedings from having their residence addresses published in court documents. HB 2680 (1993)

Kevin expanded the Family Abuse Prevention Act to allow minors to seek protection under certain circumstances. HB 2785, incorporated into HB 2349 (1993)

Kevin sponsored legislation which made major revisions to the adoption laws to simplify procedures, reduce costs, and speed up the process, while protecting the interests of the adopted child. HB 3184, amended into SB 285 (1993)

Kevin sponsored additional successful legislation to further simplify adoption procedures but to prevent adoption advertising by non-licensed agencies and to advise all parties of availability of a voluntary registration. HB 2315, amended into SB 1105 (1995)

After two years of experience with the new stalking law, Kevin sponsored modifications to strengthen and revise the language of the law to protect it from constitutional challenge. HB 2316 (1995)

Kevin sponsored successful legislation to expand protections against child sex abuse to toughen sex crime classifications, and to require sex offenders from other states to register in Oregon when they come here. HB 2137, HB 2326, and HB 3345 (1995)

Kevin authored the law to establish Murder by Abuse in cases where a child has died of assault, the assault was intentional, but it could not be proven that the assaulter intended to kill the child. HB 2492 (1995)

Kevin sponsored successful legislation that includes disabled persons in statutes that provide protections for elderly persons. HB 2464 (1999)

Kevin sponsored successful legislation which establishes certification of clinical nurse specialists. HB 3000 (1999)

Kevin sponsored the legislation which creates the crime of female genital mutilation. It also requires the Health Department to establish educational programs. This was preventative legislation designed to protect against cult activity. HB 3608 (1999)

Kevin authored the Victims Rights Amendments to the Oregon Constitution, which guarantee crime victims the right to be present during trial, the right to be consulted as to felony plea bargaining, and the right to be heard at the time of sentencing. This has been especially helpful to family members in murder cases but also helps victims of sex crimes and assault. HJR 87 and HJR 90 (1999)
